First Use, First Strike: For the first time, the U.S. is strongly signaling it's considering new uses for Nuclear Weapons. A leaked report on America's "nuclear posture" indicates the Bush White House is putting the world on notice. A War on Terror means a new look at the nation's gun cabinet. Gone or going are the arms control treaties of Cold War days. Those aren't really necessary between friends, says Defense Secretary Rumsfeld. Some nuclear weapons are to be taken out of operation, but not destroyed, they may be needed again.
The list of potential targets still includes Russia and China, but Libya, Syria and Iraq are among the new targets. And the Pentagon proposals could mean the development of new, smaller, and tidier nuclear weapons.
