Afghanistan: Who's in Charge?

Nature abhors a vacuum, and so do soldiers. As the UN wonders what to do next in Kabul, a new cast of characters is settling in. The collapse of the Taliban continues. Jalalabad has changed hands, and there are now reports of the Taliban spiritual home, Kandahar, turning on its rulers. Mullah Mohammed Omar tries to rally his forces by saying that "anyone rushing hither and thither is like a slaughtered chicken that falls and dies. It's time to regroup, resist and fight." But, the story of the Taliban remains one of retreat.
Meanwhile there's still no clear picture of how Afghans will reorganize their nation. The UN is sending advisors to Kabul. Opposition commanders say they are waiting. But these sides have talked before and failed.
